Financial Disclosure Complaint Filed Against Will County Auditor

Republican challenger for Auditor, Mark Batinick, finds discrepancy and files formal complaint

Will County, IL -- Will County Auditor Mr. Blackburn is under scrutiny for his failure to disclose receipts of  $1000.00 or more as required under Illinois Election statute for DISCLOSURE AND REGULATION OF CAMPAIGN CONTRIBUTIONS AND EXPENDITURES. [1] Here is the specific A-1 rule: here

According to the law, “Any political committee receiving a contribution (including loans, personal monies, and in-kind contributions) of $1000 or more must file a Schedule A-1 within 5 business days of receipt.”  Mr. Blackburn made two such loans to his campaign committee and did not report this to the state board of elections as required.

It appears the Will County Auditor failed to follow this simple rule.  This was discovered by his opponent, Mark Batinick, when Mr. Blackburn filed his quarterly report on July 16th.  His quarterly report on page 5[2] shows his campaign committee receiving a $1000 loan on 6-19-12.  The report also shows on page 6[3] the Auditor reporting a $4000 on 6-29-12.  As of 7-24-12 no A-1 was filed for either of the two loans to his campaign.  In fact the only A-1 filed from his campaign last quarter was a transfer from the AFT Local 604 Cope II.

Republican candidate Mark Batinick has filed a formal complaint with the State Board of Elections.

This is basic campaign finance reporting. Perhaps Mr. Blackburn might have asked his Treasurer or his campaign chair to oversee his filings. Unfortunately, the Auditor is his own campaign Treasurer and Chairman. Apparently, Mr. Blackburn does not see a need to place controls in his campaign to thwart errors, omissions, and financial disclosure violations.
